Use when the user wants rules in CLAUDE.md enforced with hooks, says Claude keeps ignoring a CLAUDE.md rule, or asks to turn CLAUDE.md rules into hooks (for example 'promote my CLAUDE.md rules to hooks' or 'make Claude stop editing migrations').
Collected from public GitHub. Every version is saved exactly as it was and never changes. Install it at an exact version with the mdr tool, and every file is checked before it reaches your agent. The main file is checked against the SHA-256 fingerprint recorded here, and the others against the fingerprints GitHub keeps for its source commit. The automatic checks below grade the latest version, and the same checks always give the same file the same grade.
What the file says
# Rule Promoter ## Overview CLAUDE.md rules are advice: Claude can rationalize past them. A hook is enforcement. This skill reads the project's CLAUDE.md, picks out the rules a hook can actually enforce, writes them into a rules file enforced by a small tested engine, proves each rule blocks a violation, and installs the hooks after the user confirms. It runs only when the user asks. Hooks are guardrails, not a security boundary: a determined workaround (a helper script, `sh -c`) can get past a pattern. Say so. ## Files (in this skill's base directory, shown when the skill loads) - `scripts/rule_hook.py`: the engine. Copy it to `.claude/hooks/rule_hook.py` in the project. `python rule_hook.py selftest` proves every rule; `check` is the hook entry point. - `scripts/settings_merge.py`: `launcher` picks a Python command that works; `plan` shows the settings diff; `apply` writes it. Run both with a Python 3 command that works on this machine (try `python3`, `python`, `py -3`). Quote paths. ## Process 1. **Read.** Find `CLAUDE.md`, `.claude/CLAUDE.md` and `CLAUDE.local.md` in the project. List every rule with its file and line. If there is none, say so and stop. …

How to install
mdr add narendawar/narens-claude-skills/rule-promoter@sha256:1925534900eaab06The line at the top of this page pins the label git:20261002.1c575d2, which is what most people want. This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved. Either way the exact version is written to mdr.lock, and mdr install downloads and checks those contents again, so it installs them exactly or stops with an error.
