# Working on local-operator

Notes for agents (and humans) changing this codebase. This file covers the
things that are easy to get wrong here and expensive to discover later. For
what the rewrite set out to do see `docs/REWRITE.md`; for the evidence behind
each round see `docs/VERIFICATION.md`.

For bounded allocation, costly-evidence preflight and review convergence, read
`guide://delivery` (packaged at `local_operator/guides/delivery/GUIDE.md`).

## Internationalization is mandatory — read this before adding copy

**All user-facing copy is keyed.** Never hardcode user-facing English in
code. Technical identifiers, commands, flags, paths, developer log lines, and
model-facing prompts stay English by design — those are the only legitimate
exceptions. The string ratchet records file-level categories in
`i18n/allowlist.toml`, and one-off sites carry an inline
`# i18n: ignore <reason>`; an unreasoned exemption is not an exemption.

**Every new or changed key must be translated into every language in
[`i18n/languages.json`](i18n/languages.json)** — the machine-readable manifest
of supported languages, including languages added later. A feature is not done
