## Purpose
The ToolBroker: the single door between the harness and the outside world.
It composes sandbox policy, refuses or narrows what it cannot enforce,
reserves pooled budget, mints a capability token, hands the cleared call
to a dispatcher that borrows a `loom-exec` helper from the pool and runs
the jailed execution, streams its output, and settles. It also owns the broker side of the frozen effect-plane wire
protocol (spec Part 1.4). WP-G.

- `broker/broker.Broker` — opaque actor handle. `clear_call` is the whole
story; `stdin`, `cancel`, `abort(op_id)`, `abort_step(op_id, step_id:)`
and `stop` round it out.
- `broker/broker.{CallSpec, CallHandle, CallEvent, CallOutcome, Refusal}` —
the request, its handle, the streamed `CallOutput` / `CallSettled`
events, and `CallExited(result)` versus `CallFailed(failure)`.
- `broker/dispatch.{Dispatcher, Dispatch, Execution, ExecutionId,
StartRefusal, Terminal, Chunk, Eof}` — the seam between the broker and

How to install

This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved. Either way the exact version is written to mdr.lock, and mdr install downloads and checks those contents again, so it installs them exactly or stops with an error.
