Use on /room-manager, every 10 minutes as a background loop, or when new room activity is suspected (handoff file, ESCALATE: pattern, missing 12h digest). Polls agency chat rooms, routes escalations and NEXUS handoffs, fans out PD statuses, throttles notifications, sends dept-head digests.
