# 产品合规、税务与知识产权初筛 先判断哪些规则适用，再核查材料是否覆盖具体型号、主体与国家，避免把认证名词清单当作上市许可。 ## 必要输入 - 目标国家、销售平台、经营/进口主体、库存所在地、销售模式和拟上市日期。 - 产品用途、用户年龄、材质、电气/无线/电池属性、宣传声明、型号与供应链角色。 - 检测报告、声明、标签说明书、商标/专利信息、税务登记与平台通知。 ## 执行约定 - 先锁定平台、站点、商品或店铺、日期范围、时区、币种与指标定义；无法确认的字段保留 `UNKNOWN`，不补零。 - 每条结论关联证据编号。原始账户记录为 `FACT`，第三方销量和流量为 `ESTIMATE`，情景参数为 `ASSUMPTION`；记录数据源、采集时间、覆盖范围和缺失原因。 - 默认交付分析或草稿。外部取数与写入沿用用户已授权的范围和费用边界；新增范围才补充确认。实际写入记录对象、前后值、执行响应和回读结果，不能把草稿或请求接受写成已生效。 ## 工作流 1. 按国家、用途、商品类别与经营角色建立适用性矩阵；关键用途未知时先提出最小缺口，不直接列“全部必须”。 2. 通过当前官方法规、监管机构与平台规则核查具体义务，记录生效日期、条款、适用条件和核查时间，参见 [核查手册](references/playbook.md)。 3. 逐份核对材料签发主体、产品型号、标准版本、测试范围、声明/标签要求与可追溯性；证书照片不能替代适用性判断。 4. 按实体、库存地点、进口责任与销售流向区分 VAT/OSS/IOSS、销售税及平台代征范围；注册、申报与实际纳税义务分开。 5. 核对 HS 归类依据、原产地、估价与进口税费；不建议通过虚假申报或规避反倾销措施降低成本。 6. 以关键词、申请人、外观与主要技术特征检索专利、商标及版权红旗。记录检索范围、日期、法律状态和权利要求；未检出不代表不存在权利。 7. 输出 PASS_WITH_SCOPE / HOLD / BLOCKED 和材料补齐路径；复杂适用性、争议或拟上市法律结论交由有资质人员复核。 ## 关键边界 - CE 只适用于明确要求该标志的产品法规；不存在对所有商品统一的 CE/FCC/FDA 认证要求。 - IP 检索是初筛，不宣称完成 FTO，也不只通过改名或外观小改判断不侵权。 - 不代替用户提交税务申报、签署合规声明或处理投诉；这些动作需具体任务授权。 ## 交付与验收 - 规则适用性、主体责任、证据完整性矩阵及当前官方依据。 - 税务/进口/产品/IP 红旗、影响与负责人。 - 已验证范围、缺口、复核要求和可继续执行的准备任务。 执行时按需读取 [执行手册](references/playbook.md) 中的字段、计算口径与验收方法。 …
