Scope (question, audience, depth, query budget) → outline (items, fields, success criteria) → pick retrieval tool → gather tiers 1→4, never start at 4 → verify per protocol → date-check staleness/version → apply stop criteria → compile output format.

The line at the top of this page pins the label git:20260929.c1f17bd, which is what most people want. This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved.
