Guide adoption of AI-Engineering-Playbook governance files in a portable, repeatable way across repositories.

# playbook-installer ## Purpose During Development Use this skill when a repository needs to adopt AI-Engineering-Playbook governance files in a portable, repeatable way. This is a development-time onboarding skill.
