Use when the task involves RBNZ exchange rates, wholesale interest rates, OCR/key graphs, retail mortgage/deposit rate charts, dataset metadata, resource URLs, downloadable XLSX series, or JSON chart-cache previews. Read-only; no authentication required.

## Goal
