정책연구의 착수 단계를 설계하는 스킬. 본격 조사·집필 전에 (1) 연구 의도·범위·숨은 요구를 분석해 모호성을 걷어내고 사용자 확인 질문을 만들고, (2) 핵심 연구질문(RQ)·분석틀·보고서 목차·연구방법을 설계한다. 정책연구·정책분석을 새로 시작하거나, 주제가 막연해 방향을 잡아야 하거나, 연구설계·목차·분석틀·연구질문을 짤 때 반드시 사용. 단순 글쓰기가 아닌 정책연구 착수 게이트에 적용.

# 정책연구 설계 정책연구의 방향을 착수 시점에 확정한다. 잘못된 RQ·목차로 보고서를 다 쓰고 갈아엎는 비용을 설계 단계에서 제거하는 것이 목적이다. 산출물은 `_workspace/01_research_design.md`. ## Phase 0 — 의도 파악 (먼저 한다) 목차는 주제에서 나오지 않고 의도에서 나온다. 같은 주제라도 예산 협의에 쓸 보고서와 의회 답변에 쓸 보고서는 목차가 다르다. 요청문에는 의도의 일부만 실리므로, **말해진 것·추론한 것·모르는 것을 갈라 놓고 목차를 가르는 미상만 골라 묻는다.** 절차·판정표·양식·예시 전문은 [references/intent-analysis.md](references/intent-analysis.md)에 있다. **설계 전에 반드시 Read 한다.** **원칙 — 문면은 바닥, 용도는 방향타.** 요청문에 적힌 것은 빠짐없이 수행하고, 추론한 용도는 무엇을 두껍게·먼저·깊게 다룰지만 정한다. 추론한 목적이 문면과 충돌하면 문면을 따르고 충돌을 질문으로 올린다. **절차:** 1. **원문을 읽는다** — `_workspace/00_request.md`(사용자가 쓴 글자 그대로)가 1차 입력이다. 스폰 프롬프트의 요약과 다르면 원문이 우선한다. - **오독 사례를 읽는다** — `~/.claude/intent-misreads.md`가 있으면 원문 다음에 읽는다. 지난번에 사용자가 바로잡은 읽기가 쌓여 있다. 같은 유형의 단서가 이번 요청에 있으면 〔추론〕의 단서로 쓴다(단서: "오독 사례 날짜·유형"). 등급은 여전히 〔추론〕이다 — 지난번의 정정이 이번에도 맞는다는 보장은 없다. 2. **요구어 전수 추출** — 동사·대상·수식어·쓰임 단서·계기 단서·빠진 것으로 쪼갠다. 동사가 산출물 유형을 정한다(발굴 → 선별 장치, 검토 → 판정 기준, 대응 → 쟁점별 논거). 주제 명사만 읽으면 모든 요청이 같은 보고서가 된다. 3. **의도 8요소 + 근거 등급** — 용도·독자·결정·계기·성공 기준·필수/금기·입장·비범위를 채우고 요소마다 〔명시〕(원문 인용) / 〔추론〕(단서 기재) / 〔미상〕(비워 둠)을 단다. "보통 이런 보고서는 이렇다"는 단서가 아니다. 〔추론〕을 〔명시〕처럼 쓰지 않는다. …
