정책연구를 두 단계에서 검수하는 스킬. (모드1) 집필 전 연구설계 검토 게이트 — 목차·연구질문·분석틀이 실행 가능하고 정합한지 점검. (모드2) 초안 검수 — 논리 정합성·근거 충실성·정책 타당성·정량성·한국어 교열을 점검하고 위치·문제·해결을 갖춘 수정 요청을 작성. 정책연구 설계나 보고서 초안을 검토·검수·점검하거나 연구설계 게이트를 통과시킬 때 반드시 사용. 막연한 감상이 아닌 구조적·근거 기반 검수에 적용.
Collected from public GitHub. Every version is saved exactly as it was and never changes. Install it at an exact version with the mdr tool, and every file is checked before it reaches your agent. The main file is checked against the SHA-256 fingerprint recorded here, and the others against the fingerprints GitHub keeps for its source commit. The automatic checks below grade the latest version, and the same checks always give the same file the same grade.

# 정책연구 검수 (2모드) 정책연구의 품질을 두 관문에서 지킨다. 막연한 평이 아니라 **위치·문제·해결**을 갖춘 실행 가능한 지적만 낸다. 가장 값싼 교정은 가장 이른 교정이므로, 설계 게이트(모드1)에 특히 철저하다. --- ## 모드 1 — 설계 검토 게이트 (집필 전) 입력: `_workspace/00_request.md`(요청 원문) + `_workspace/01_research_design.md`. 두 질문에 답한다: **"이 설계대로 가면 RQ에 막힘없이 답하는 보고서가 나오는가?"** **"그 보고서가 사용자가 요청한 그것인가?"** 앞 질문만 보면 실행은 되는데 쓸 데가 없는 설계가 통과한다. ### 의도 충실성 (먼저 본다) **요청 원문을 직접 읽고 대조한다.** 설계의 의도 확인서를 기준으로 삼지 않는다 — 그러면 설계자의 오독을 그대로 승인하게 된다. **글자 대조는 스크립트가 했다.** 리더가 `check_intent.py` 결과를 붙여 준다(없으면 요청한다). 〔명시〕 인용의 실재, 요구어의 반영 위치, 뽑히지 않은 원문 구간, 분기 질문의 기본 가정은 거기서 걸렸다. 검토관은 글자로 답이 안 나오는 것 — 해석이 맞는가, 추론이 뒤 절에서 사실처럼 쓰였는가, 무게중심이 맞는가, 질문이 정말 목차를 가르는가, 수용 기준이 의도를 제대로 옮겼는가 — 에 시간을 쓴다. 스크립트 통과는 해석이 맞다는 뜻이 아니다. [권고]·[참고] 줄은 검토관이 판단해 지적에 올리거나 버린다. **먼저 혼자 읽는다.** `01`을 열기 전에 `00_request.md`만 읽고 `02` 머리에 두 가지를 적는다 — ①요구어 목록 ②의도 한 문장(모르는 칸은 〔미상〕 그대로). 그 뒤에 `01`을 열어 설계자의 것과 견준다. 설계 문서를 먼저 보면 그 해석에 끌려가 원문을 그 눈으로 읽게 된다. - 두 문장이 독자·결정·무게중심에서 갈리면 요청이 두 가지로 읽힌다는 증거다. 설계자가 확신도를 '높음'이라 했어도 **'낮음'으로 내리고** 리더가 사용자에게 묻게 한다([필수]). 두 독해를 나란히 적어 준다. - 설계자의 확신도는 자기 평가라 후한 쪽으로 기운다. 실측에서 같은 요청을 두 번 돌렸더니 높음과 낮음이 갈렸다. …

This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved.
