정책연구보고서 본문을 집필하는 스킬. 승인된 연구설계(목차·분석틀)와 출처 있는 근거를 종합해 현황·실태 분석→문제·쟁점 도출→정책대안 비교→정책제언·결론으로 이어지는 논증형 본문을 쓴다. 정책연구보고서·정책분석 보고서의 본문을 집필하거나 현황분석·정책대안·정책제언을 작성할 때 반드시 사용. 평가 득점이 아닌 정책적 타당성과 근거 기반 논증에 정조준한 집필에 적용.
Collected from public GitHub. Every version is saved exactly as it was and never changes. Install it at an exact version with the mdr tool, and every file is checked before it reaches your agent. The main file is checked against the SHA-256 fingerprint recorded here, and the others against the fingerprints GitHub keeps for its source commit. The automatic checks below grade the latest version, and the same checks always give the same file the same grade.

# 정책연구보고서 집필 승인된 설계(`01_research_design.md`)의 목차·분석틀과 조사관의 근거(`03_evidence.md`)를 종합해, 정책결정자를 납득시키는 본문을 쓴다. 산출물은 `_workspace/04_report_draft.md`. ## 집필 원칙 **의도 한 문장을 수행하도록 쓴다** — 집필 전에 설계 §1 의도 확인서(의도 한 문장·독자·필수/금기)를 읽는다. 장마다 "이 장을 읽은 독자가 그 결정·행동에 한 걸음 가까워지는가"를 기준으로 무엇을 길게 쓰고 무엇을 줄일지 정한다. 독자가 이미 아는 것에 지면을 쓰지 않고, 사용자가 요청에서 고른 낱말을 다른 용어로 바꾸지 않는다. 〔추론〕 등급 항목에 기대어 쓴 대목은 단정하지 않는다. **분석틀 충실** — 설계자가 정한 주(主) 분석틀을 따라 논리를 전개한다. 구조를 임의로 바꾸지 않는다(필요시 SendMessage로 제안). **주장-근거-함의 구조** — 모든 핵심 단락은 ① 무엇이 문제인가(현황·수치) ② 왜 그러한가(원인·쟁점) ③ 그래서 무엇을 해야 하는가(대안·제언)로 논증한다. **대안은 비교로** — 단일안을 단정하지 않는다. 복수 대안을 기준(효과성·실현가능성·비용·수용성)으로 비교한 뒤 권고안과 그 근거를 제시한다. **정량성** — "개선"이 아니라 "X에서 Y로(△Z%)". 근거 수치는 `03_evidence.md`에서 출처와 함께 인용한다. 없으면 조사관에게 요청하거나 `[보강 필요]`로 표시한다. 지어내지 않는다. **출처 표기** — 인용한 사실에 `(출처: …)` 또는 각주를 단다. 근거의 기준연도·정의를 본문에 반영한다. **정책 독자 문체** — 학술적 현학을 피한다. 결정자가 핵심을 빠르게 잡도록 명료하게. 결론·권고를 앞에 두는 두괄식을 선호한다. **한 번 읽고 잡히게 쓴다** — 집필 전에 [references/clarity-rules.md](references/clarity-rules.md)를 Read한다. 명료성(요지 먼저·글이 자기 얘기를 하지 않음·대시 꼬리 해설 금지·독자 밖 용어와 비유 풀기·키워드 나열 금지)·문체(시대 담론 서두·빈 수식어·출처 없는 통설 금지)·판단(근거 있으면 단언, 비교에는 결론, 1순위와 포기하는 것) 세 묶음이다. 목표는 '짧게'가 아니라 '한 번에 잡히게'다 — 문장을 잘게 끊지 않는다. …

This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved. Either way the exact version is written to mdr.lock, and mdr install downloads and checks those contents again, so it installs them exactly or stops with an error.
