Er sichert die Verfahrensrechte der beschuldigten Beamtin bzw. des beschuldigten Beamten und prüft die drei Sperren, die in der Praxis am häufigsten übersehen werden: Straf- und Bußgeldverfahren (§ 14 BDG), Zeitablauf (§ 15 BDG) und Verwertungsverbot (§ 16 BDG).
