Use when the operator says "file as a GH issue", "open an issue for PROP-NNN", "report this to the tracker", "add a comment to issue #NNN", "comment on #NNN", "reply to issue #NNN", or similar. Requires HERMIT_GH_APP_ID, HERMIT_GH_APP_INSTALL_ID, HERMIT_GH_APP_KEY_FILE in env.
Collected from public GitHub. Every version is saved exactly as it was and never changes. Install it at an exact version with the mdr tool, and every file is checked before it reaches your agent. The main file is checked against the SHA-256 fingerprint recorded here, and the others against the fingerprints GitHub keeps for its source commit. ## How to file
**Step 1: resolve content.**
If the operator named a proposal (`PROP-NNN`):
1. Glob `.hermit/proposals/PROP-NNN-*.md` to find the file.
2. Read frontmatter: `id`, `title`, `category`, `session`.
3. Read body sections: `## Context`, `## Problem`, `## Proposed Solution`, `## Impact`.
4. Derive the Conventional-Commits type, scope, and labels. Write the **raw** (pre-translation) frontmatter `title` and proposal body to temp files, then run:

How to install
mdr add gtapps/claude-code-hermit/hermit-scribe@sha256:9c56fcc5b369ba83The line at the top of this page pins the label git:20261016.c607bcc, which is what most people want. This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved. Either way the exact version is written to mdr.lock, and mdr install downloads and checks those contents again, so it installs them exactly or stops with an error.
