Requires HERMIT_GH_APP_ID, HERMIT_GH_APP_INSTALL_ID, HERMIT_GH_APP_KEY_FILE in env.

## How to file
**Step 1: resolve content.**
If the operator named a proposal (`PROP-NNN`):
1. Glob `.hermit/proposals/PROP-NNN-*.md` to find the file.
2. Read frontmatter: `id`, `title`, `category`, `session`.
3. Read body sections: `## Context`, `## Problem`, `## Proposed Solution`, `## Impact`.
4. Derive the Conventional-Commits type, scope, and labels. Write the **raw** (pre-translation) frontmatter `title` and proposal body to temp files, then run:

How to install
mdr add gtapps/hermitd/hermit-scribe@sha256:371726e94ced932cThe line at the top of this page pins the label git:20261017.3721a76, which is what most people want. This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved. Either way the exact version is written to mdr.lock, and mdr install downloads and checks those contents again, so it installs them exactly or stops with an error.
