Use this skill when a visa application was REFUSED at a U.S. consulate (a Department of State forum — NOT USCIS or immigration court). Identifies refusal type from refusal sheet — INA § 221(g) administrative-processing hold (curable by submitting missing document) versus INA § 212(a) ineligibility ground. Start with > `immigration-pro-se` if you have not confirmed the forum. ## The consular forum A visa applied for **abroad** (DS-160 for a nonimmigrant visa, DS-260 for an immigrant visa) is adjudicated by a **consular officer** of the Department of State, governed by the **INA**, the State Department regulations at **22 CFR Parts 40–42**, and the agency's internal guidance in the **9 FAM**. This is a different forum from USCIS (benefits) and EOIR (removal).
