# RFP requirements pack ## Purpose Turn one business need and its constraints into one DRAFT requirements pack: functional and non-functional requirements, mandatory gates, evaluation criteria and the questions suppliers must answer. Every requirement traces to a stated need or constraint, is testable and is solution-neutral. Every weight, target or priority the inputs do not give is `[TBC]`. The agent prepares the pack; the business owner and procurement decide what is issued. ## When to use - The user asks to write, structure or tidy RFP, RFQ, tender or invitation-to-tender requirements from a need, brief, business case or problem statement. - The user has a rough list of wants, or asks for evaluation criteria, a scoring scale or a supplier questionnaire for a coming procurement. - Do not use for responses already received, use rfp-comparison-pack to compare them or supplier-evaluation-matrix to score them instead.
