Collected from public GitHub. Every version is saved exactly as it was and never changes. Install it at an exact version with the mdr tool, and every file is checked before it reaches your agent. ## 通用评审框架

### 1. 固定评审依据

- 明确评审对象、版本、范围、受众、目标决策和评审权限
- 阅读适用的上游需求、决策、来源材料、模板、标准和评审规则
- 区分内容评审、文字校对、事实核查、合规检查和设计批准
- 从材料中核实可查事实，只询问会阻塞结论的权限或意图
- 保留已批准意图，并将有边界整改与重新设计或代写分开

**完成标准：** 问题分级前，确切的评审对象、版本、范围、模式、权限、上游依据和结论用语均已固定。

### 2. 在两个独立轴上评审

- **对齐/证据轴**：对象是否符合上游意图和权威证据？
- **内在质量/论证轴**：对象本身是否完整、一致、可行、逻辑有效、易理解且可验证？
- 使用模式参考文件细化两个轴；一个轴的优点不能掩盖另一个轴的失败

The line at the top of this page pins the label git:20261009.a01d3df, which is what most people want. This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved.
