Scaffold a complete Laravel 11 project from scratch — Breeze auth, Filament admin panel, PostgreSQL config, Sail/Docker dev environment, and Paymob webhook endpoint. Triggers when user asks to build a Laravel project, create a Laravel app, scaffold Laravel with admin panel, or set up Laravel with PostgreSQL.

This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved. Either way the exact version is written to mdr.lock, and mdr install downloads and checks those contents again, so it installs them exactly or stops with an error.
