# Regulatory change impact note ## Purpose Convert a regulatory text into a note legal and compliance can act on: instrument and status, what changed, the categories addressed, each obligation with date and addressee, and the questions the text leaves open. The note restates the text with article references; it decides nothing about scope, compliance or meaning. Legal decides. ## When to use - A regulation, act, directive, rule, standard or guidance has been adopted, amended or published and someone asks "what does this mean for us" or "what must we do by when". - A first-pass briefing before a detailed assessment, or a note on what a proposal would change if adopted. - Do not use for a controls gap assessment, use controls-gap-pack instead. Also not for: legal advice on a case; a compliance verdict; summarising news coverage in place of the text. ## Inputs 1. The change text at article or section level: attached, pasted, or reachable through the agent's configured knowledge sources when named. A name or news summary alone is not enough: ask for the text; a summary is at most a labelled secondary source. …
