# RFP comparison pack ## Purpose Read two or more supplier or bid responses and one requirements list, then return one DRAFT comparison pack: a requirement-by-supplier matrix, a gaps list per supplier, clarification questions per supplier, and neutral observations. The pack prepares an evaluation panel. It is never a score, a rank, a weighting, a compliance verdict or a recommendation, and it never selects, awards or disqualifies. Keeping the evaluation auditable and consistent is the panel's job under the organisation's procurement governance. Known limitation: extraction from long, scanned or unusually structured responses can miss or misread passages, so the panel checks every cell against the source response. ## When to use Run when the user asks to compare, collate or matrix supplier responses, bids, tender submissions, RFQ replies or proposals against requirements or evaluation criteria.
