Refresh the КЗП "Колко струва" retail-price data (Postgres, migration 048) — fetch the daily euro-adoption open-data ZIP from kolkostruva.bg, load ~1.4M store rows for the 101-product consumer basket into Postgres as an SCD-2 delta, then rebuild the ~118k-product canonical catalogue and the price_payloads serving blobs (national/oblast/category index since the euro + per-settlement snapshots + cross-place ranking + chain comparison). How to install

This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved. Either way the exact version is written to mdr.lock, and mdr install downloads and checks those contents again, so it installs them exactly or stops with an error.
