Refresh the ГРАО settlement-level registered-population data (data/grao_population.json) — re-fetch the latest quarterly "по постоянен и настоящ адрес" table from grao.bg and join settlement names to EKATTE. Use when the daily watch report flags "ГРАО" as changed, when the user asks to refresh ГРАО / settlement population data, or after a fresh git clone if data/grao_population.json is missing.
Collected from public GitHub. Every version is saved exactly as it was and never changes. Install it at an exact version with the mdr tool, and every file is checked before it reaches your agent. This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved.
