Ingest new municipal-council (общински съвет) resolutions + aggregate vote tallies (за/против/въздържал) + per-councillor named votes where available into data/council/. Use when the daily watch report flags `council_minutes` as changed, when the user asks to refresh council resolutions / council votes / общински решения, when adding a new município parser to the dispatcher, or after a fresh git clone if data/council/index.json carries an empty resolutionsByObshtina for the wired municipalities.
Collected from public GitHub. Every version is saved exactly as it was and never changes. Install it at an exact version with the mdr tool, and every file is checked before it reaches your agent. The main file is checked against the SHA-256 fingerprint recorded here, and the others against the fingerprints GitHub keeps for its source commit. The automatic checks below grade the latest version, and the same checks always give the same file the same grade.

# Update Council Minutes skill
Pulls per-município council resolutions + aggregate vote tallies (and per-councillor named votes where the protocol PDF carries them) from each município's own website. Writes canonical JSON to `data/council/{obshtinaCode}/{YYYY}/` and updates the `resolutionsByObshtina` slot in `data/council/index.json` that the React hook `useCouncilMinutes` reads.
There is **no central register**. Bulgaria's РМС 436/2017 only mandates the narrow чл.45 ЗМСМА "returned-decisions" register on data.egov.bg (verified by sampling — see memory `project-council-votes-ingest`). Every município publishes its own протоколи, on its own CMS, in its own format. The ingest is a fleet of per-município parsers under `scripts/council/parsers/`.

How to install
mdr add atanasster/electionsbg/update-council-minutes@sha256:96321028bae5cdc4The line at the top of this page pins the label git:20260825.0f625bc, which is what most people want. This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved. Either way the exact version is written to mdr.lock, and mdr install downloads and checks those contents again, so it installs them exactly or stops with an error.
