Ingest new public-procurement (АОП) data from data.egov.bg into data/procurement/. Use when the daily watch report flags "data.egov.bg АОП", "АОП debarred-suppliers register", or "ЦАИС ЕОП open data" (the storage.eop.bg flat-договори gap-fill) as changed, when it flags `cprs_register` (ЦПРС — the KSB builder register, Step 5b — the crawl MUST carry `--refresh` or it re-parses the cached previous crawl), when the user asks to refresh procurement data, backfill prior periods, or investigate…
Collected from public GitHub. Every version is saved exactly as it was and never changes. Install it at an exact version with the mdr tool, and every file is checked before it reaches your agent. How to install

This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved. Either way the exact version is written to mdr.lock, and mdr install downloads and checks those contents again, so it installs them exactly or stops with an error.
